Upgrades to items can be used to boost the stats of an item. Depending on the upgrade type it could increase an item's Mark Level or Rarity, as well as boost other stats.
The process of upgrading equipment in The War Within requires a set number of Flightstones and Crests and each item comes with an upgrade track. Each upgrade increases the cost of the next one by a set amount.
Item Level
The value of an item's stats base increases when it is upgraded. The value is the sum of all of its upgraded perks (attack magic attack, attack defense). Upgrading items can be expensive, depending on the upgrader you choose and the type of upgrade you choose to make. This is due to the variety of perks that have to be modified to upgrade an item.
Item level is a widely used measurement of power and is visible on all tooltips of items. It also serves to limit the amount of PvP gear players can wear since PvP is not available at a lower level. Players can view their average level of items on their character sheet.
Utilizing the level of an item can help players compare the strength of equipment when deciding to purchase or sell. It's a measure of the item's condition and quality. Comparing items in a vendor's stock can be done by using the item's level.
The level of the item can be checked by pressing the ALT key on a PC or using the left stick (L3) on XB1 and PS4. This will display the item's full description, including ilvl. You can also locate it by hovering over an item and typing /itemlevel into chat.
There are several theories about how the level of an item is calculated. One theory suggests that the level of an item is calculated using an equation that determines the value of the stats of an item really are. It considers that different perks are valued differently, and that gems found in sockets increase the item's value. This could result in an item's ilvl calculated, which is typically very close to Blizzard's actual level of the item.
However, this isn't the only factor which can affect an item's ilvl since the level of the region the item dropped in can change the value of its stats, such as by adding an additional level to its crit rating or haste rating. Items that drop in higher-level instances will have a higher value.
Item Stats
The stats of an item are a major element in what makes or breaks an item for players. The game uses a variety of them in different ways to encourage players to use multiple weapons, and to prevent one weapon from being "the most effective." The base stats on a weapon are increased by the weapon's stat modification which are then boosted by the player's level.
Upgrades to an item may increase its stats. The rarity of an item determines its cost of upgrading. A white or grey item, for example, will only be upgraded once however, items with rare tiers may be upgraded multiple times at more expensive costs.
Another method to alter the stats on an item is by affixing it. These are special stat boosts that can be added to an item by the player, and they come in all sizes and shapes. Affixes can provide the item extra damage, or add a unique capability to the item (such as reviving the dead or cutting down cooldowns), or make the item unique by adding an additional name to the item.
Currently, all affixes can be rerolled by selecting them from the upgrade window and pressing the green button using circles arrows. It will cost a set amount in gold and items. These can be used as upgrade gauges, as with other rerolling methods.
In addition to the possibility of rerolling affixes, players may select which of the available stats they want to keep on an item after it is upgraded. The possible stat ranges of an item are determined by the item level, but all items are guaranteed to have at least 1 stat within the range, unless it is an item that is unique or an item that is a God roll from a boss of a raid.
Another thing that could change is the possibility to upgrade equipment without having to reroll attaches, or select which stats to enhance. However, as with the base equipment, this would need to be done on a per-item level, and the interface for item comparison wouldn't show all possible stats either lost or gained at the same time.
Item Luck
The Luck stat of a player boosts the chance of finding items and the properties that are generated by loot, and the strength of these properties. However, it doesn't directly affect damage or the ability to upgrade items. It gives the player the chance to upgrade gear earlier in the game. This is especially beneficial in the early game, since players tend to prioritize the scaling of weapons and defenses over raw damage gains.
Luck can also boost the chance of upgrading items at the Blacksmith. This is not to be confused with the Blacksmith's overall chances of upgrading that increase with each level of the item. These can also be increased with the use of anti-materials, such as the Scroll of Strength and a Jewel of Blessing.
Weapons, shields, and armor can spawn or be crafted with the Luck property, with a default value of 40. These items can then be upgraded with golden ingots, spined leather, or oak boards (depending on the item's material type) to grant a further +40 Luck, or to increase the luck of an item up to 140.
Certain items, such as the weapon that is infused with hollow, can also be equipped to increase the damage of any skill that deals damage by five percent. These items can be bought in the shop or constructed using the right ingredients.
Item Failure
Item upgrades are a costly process and not all upgrades will succeed. Cash shop items can be used to increase the success rate of an upgrade, or to protect players from losing their item in the event that it is not successful.

The percentage represents the chance of completing the upgrade successfully and can be increased by adding Additional Materials or Special Materials. There are limitations on the extent to which the success rates can be improved and the probability of an upgrade failing cannot exceed 100%.
The luck of an item may affect the success of an upgrade. Each item has an average success rate of 25% and each item with Luck increases the chance of success by an additional 5percent.
The upgrade overlays of the item are rendered above the items in the inventory. This may block enchantment effects as well as other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
